On 29 July 2026, the National Education Coalition (NEC), in collaboration with the Ministry of General Education and Instruction (MOGEI), organized a high-level stakeholders’ workshop aimed at accelerating the approval and implementation of four critical education policies whose development began in 2022–2023.
The workshop sought to, Secure joint commitment from all education stakeholders
Identify fast-track mechanisms for policy approval, Establish a clear roadmap for implementation and, Engage key stakeholders in the review and approval process.
The four policies under discussion were:
__South Sudan Pre-Primary Education Policy
__National Teacher Education Policy (2023–2030);
__School Inspection Policy; and
__Female Teacher Affirmative Action Policy.
The event was attended by the Minister of General Education and Instruction, Hon. Dr. Kuyok Abol Kuyok; the Chairperson of the Parliamentary Standing Specialized Committee on General Education and Instruction, Hon. Caguor Adong Manyang, alongside members of the committee; the Director General of the Directorate of Gender Equity and Inclusive Education, Mama Esther Achire; representatives from UNICEF and other development partners; as well as senior government officials and education stakeholders.
Remarks by Ms. Nola (UNICEF)
In her remarks, Ms. Nola, representing UNICEF, emphasized that the meeting was not merely about reviewing policies, but about deciding the future of South Sudan’s education system.
She highlighted the urgent need to increase the number of teachers in order to improve learning outcomes across the country. She commended the leadership of MOGEI and NEC for bringing together key stakeholders to advance the education agenda.
Ms. Nola further stressed that the time has come to move these policies from paper to practice through collective political will and coordinated action. She concluded by reaffirming UNICEF’s commitment to working alongside the Government of South Sudan and all education stakeholders to ensure quality education for every child in South Sudan.
Remarks by Hon. Caguor Adong Manyang
The Chairperson of the Parliamentary Standing Specialized Committee on General Education and Instruction, Hon. Caguor Adong Manyang, described teachers as the backbone of every nation and underscored the importance of the four education policies in strengthening South Sudan’s education system.
He encouraged the recruitment of more female teachers, emphasizing their critical role in promoting girls’ education and improving access to quality education. He also highlighted the importance of strengthening school inspection systems to ensure quality teaching and learning.
Hon. Caguor called for the timely approval of the four policies, urging that adequate financial resources be allocated to support their implementation. He appealed to political leaders and all stakeholders to unite behind the policies for the benefit of the country’s education sector.
Opening Remarks by Hon. Dr. Kuyok Abol Kuyok
In his opening remarks, Hon. Dr. Kuyok Abol Kuyok, Minister of General Education and Instruction, emphasized the importance of strengthening the legal commitments of South Sudan’s education system.
He called on stakeholders to transform these policies into actionable frameworks, guided by a clear roadmap for implementation. The Minister stressed that once the policies are approved, the country will have the necessary legal and policy foundation to effectively mobilize resources and implement reforms that will improve education outcomes.
He further emphasized the need for a strong commitment to the future of South Sudanese children, encouraging the training of more science teachers and the recruitment and deployment of more female teachers, particularly in underserved and underrepresented communities.
The Minister noted that South Sudan has embraced the Global Education Agenda 2030 and reaffirmed the government’s commitment to ensuring that these policies do not remain on paper but are translated into meaningful action that benefits learners across the country
